My Lutheran upbringing left me really confused on this question. I’ve never gotten over it. My teachers would have separated Law and Gospel as far as east from west, but it never seemed right to me.
I believe that in order to have the Gospel, the law is needed. If there was no law there would be no need for the gospel. And if there were no gospel there would no one left who would no be condemned by the law.
